Red catches one in the manga as one of his main mons (probably a reference to the fact that Poliwhirl is Tajiri's favorite Pokemon) but the manga is more underrated than the anime.

Because it's not a good mascot character.
It's weird, round and in colors that don't attract eyes. It's also easy to confuse with it's evolution and you don't want autistic Poliwhirl kids having mass spergouts because their parents bought them a wrong plushie. You want something that is either cute or cool (or both!), has more interesting and memorable silhouette and is either yellow, orange or red because these are colors attracting attention.
Pikachu and Charizard were not accidents, they are ideal marketing tools for franchise like Pokemon.

They WERE accidents anon. There was no overall merchandising strategy, no unified marketing scenario. It was a bunch of enthusiastic amateurs having fun creating a game among a team of other young adults instead of going to a more formal environment and having to adhere to boomer company standards. Nishino almost drove Nishida to distraction telling her to make her Pikachu design "cuter", he himself hid it away to fuck in Viridian forest because he loved it so much and didn't want it easily found. And Game Freak were fully invested in Clefairy becoming the mascot, up until the games actually released and they started getting player feedback on how popular Pikachu actually was.
These days, if they want kids to use a thing and become attached to it, they ensure it's front-and-centre handed to them to encourage to use *coughmegalucarioinxycough*.

To be fair, Nishida was brought on to make more marketable designs than the absolute fucking weirdos they had designed so far, Pikachu and Charizard are a part of that (there's a reason Charizard is on the cover of a game). Hell, Snorlax telling her to make it cuter is arguably why it became so marketable, even if it accidentally became a mascot over the Pokemon Nishida designed near the ass end of development to be the first Pokemon you see (even if Venusaur and Blastoise are Sugimori designs from early in development). Vulpix always being semi-marketable is probably a better example, no real exposure but it's just cute.
