SwSh, no question.
It actually has an artstyle.

SwSh had outlines around Pokémon and characters that matched the style of the original art, the past games, and the anime, and which also helped their models stand out regardless of the lighting, effects, or background.
The shading within the models in SwSh is also kept much closer to the high-contrast style of the hand-drawn official art, with a standard shade, a darker shade for shadowed parts, and a brighter shade for shiny parts that's used much more sparingly. Again, this simplified and heightened contrast helps the models stand out, and the fact that it matches the franchise's overall art style better helps your brain recognize it quicker.

Compare this to SV, where they relied on an inadequate lighting engine to generate all of the shadows that highlighted the models' features and details for them. Without an outline, without stronger contrast, and with far-fewer pre-rendered shadows than SwSh used, Pokémon and characters in SV look vague and muddy and poorly-detailed at the best of times. Often, models and environments in SV are plagued with lighting inconsistencies or glitches that SwSh's better lighting and pre-rendered shadows would have prevented.

Usually, we view pre-rendered solutions like the ones that SwSh used as "cheap," while automatically praising any lighting or shadow effects that are generated in real-time as being inherently superior.
But SwSh showed why those solutions still have their place, and SV's failues showed why your game has to absolutely fucking NAIL its lighting engine if you're going to rely on it for everything.

SV also had much worse textures, detail, and variety in its environment. And worse cinematography.
You could try to excuse all of this by pointing out how much bigger SV's world is... except that this poor level of detail and fidelity persists even in most of SV's important, highlighted, story-critical areas.

You better be talking about the promo art and not the actual in-game assests.
Though coincidentally, I do belive that the RBY and GSC arcs of the Ashime had the best art style for that show.

It's not about whether or not it's more impressive in practice, only that it's more impressive in theory. They NEED to have le impressive graphics in order to sell the game. That's what the tards in marketing think anyway.
