It's because most people don't like running slow, bulky Pokémon because they take too long to raise and they aren't good for steamrolling through Pokémon games. Platinum thankfully gives you more crossgen evos in the main game to encourage you to run bulky Pokémon, but most people still only ever use Staraptor or Crobat for their designated flyer.

It's honestly very possible your Empoleon goes down to an EQ. Unless you invest crazy hard into Speed (we're talking +Speed Nature with max IVs and 200+ EVs invested) you're not going first, so any damage beforehand makes the KO chance more likely even if you have some HP invested, as anything below 50% HP no matter how bulky your Empoleon is dies to an EQ. And this is also all assuming your Empoleon is at-level for all this. Additionally you need at least a small damage boost from Natures/EVs or a held item to guarantee an OHKO on Garchomp which not ever player immediately considered.So you do actually have to play a bit smart if your game plan for Garchomp is Empoleon, it's not an autowin button.
