I feel like it would amount to just as much if not more if it evolved into Togetic and Misty used it in battles whenever she returned and maybe even evolved into Togekiss later. They wrote out her second most iconic Pokemon behind Psyduck and then gave her another baby Pokemon the next time she appeared. I think it just bothers me that they didn't do this during Johto and I'm glad they never did something like this again when other companions returned.
>>59361365In the early days it was still mostly just the same people making the episodes, and it had been just like 30-40 eps since Misty last appeared so they felt confident in doing drastic changes to a previous character, they probably had this idea of doing something with Togepi in the Johto era but couldn't execute it for "adult reasons", so in the Hoeen anime they finally did it.By the later anime it changed hands more and more, and they didn't felt as confident making drastic changes to creations that weren't theirs, especially since the franchise started valuing nostalgia as a concept more and more, they felt scared (aka played safe) of doing anything drastic and it's fine for the most part, but did result in a awkward situation in the form of Serena and Ash not being able to actually see each other and talk until the last 30 seconds, because that would force something to happen.
>>59361379What bothers me most about how the anime treats older companions after Advanced is that they're not allowed to get new Pokemon off-screen. For Misty it's only really Azurill and it's lame that it never evolved, but at least it showed she continued getting more Pokemon. In the best case scenario for everyone else we either get a special episode where they catch something new or a Pokemon from when they were on the main cast evolved. But it sucks hearing Dawn traveled through Johto, Hoenn and Unova yet her team looks exactly the same. And Serena still only has 3 Pokemon.
>>59361412In the Togepi 2-parter we see Misty using a Gyarados and it gives a sense of "Oh, she's changing in ways that we can't see, that's cool" but yeah that doesn't happen with later guests (at least not in the form of their pokemon teams changing, like you said they still talk about Dawn travelling regions).I'm not 100% certain but it could be something merch-related, if the Pokemon Company wants to promote some anime Dawn merch they don't want her team to be modified so that every merch would need to comply with the changes.

If they do merch with anime Dawn then most of the time she'll only have Piplup. And merch featuring the trainers, much less ones that aren't part of the current main cast, is already pretty rare. They gave Misty Clauncher in the last season, but I'll be surprised if it ever appears in merch for her over Psyduck, Staryu, Starmie, Gyarados or Togepi.
