Nintendo order the games off Game Freak and decide release window for their systems (they likely asked for BDSP, given Game Freak weren't bothered making one) and provide the budget for Game Freak to produce the games. TPC only come in for marketing, localisation and publishing in Japan, with Nintendo handling WW releases and TPCi doing the marketing and localisation. The other two companies can't "force" Game Freak to do shit, because when they went to set up TPC, they established clear remits and boundaries. The fact they both know as well as Game Freak it's chiefly aimed at kids 7-12 and as games for 7-12 year olds, are PERFECTLY functional for the needs of the franchise and rights-holders.
