There's nothing to suggest, infer or otherwise confirm they wanted to add new shit, but paled due to reception. They were upfront and honest with what they were adding (partly why people lost their shit when Arceus turned out to be a welfare hand-out gift, instead of a event item like Darkrai and Shaymin).
