Why doesn't Pokemon scale well into 3D? Like the towns in the GBA/DS games aren't big either but your brain/imagination fills in the details and makes the world seem bigger than it really is. But in the 3D games they just look pathetically small and I cannot unsee it.

you kind of answer your own question, adding the 3rd dimension 'fills in' way too much and leaves less to the imagination which means it also demands more resources and fidelity to compete with how good we know a 3d space can look since we see one every day
2d games are easier to look at and imagine what it might be like if it was a real 3d place like our world, sort of like reading a book

because on the gba/ds the character takes up 1 tile out of 150/221 respectively and the rest of that screen space is taken up by environmental detail. compare that to the games from BW onwards where the character model is extending past a 1x1 dimension and that already starts skewing the ratio lower and lower as the games release. and that's not to mention the quality of what you see on screen is also skewed due to perspective. i've always had a bias towards the 2D games and this is part of the reason.

GF is why, its really that simple.

The Witcher 3 is over ten years old, also on the Switch, yet Novigrad feels like a bustling city with tons of foot traffic and merchants and buildings you can freely enter without loading screens. The game looks dramatically better too, even ignoring the stylistic choices being different, and the Switch version is also the worst looking version of the game.

The gym collection format kinda forces them to make multiple cities so the player has travel time between each one, and it's probably a mix of a few things:

1- They don't want map real state to be taken by giant cities.
2- They don't want players to "waste" too much time walking through walking concrete, that's also why they started to make the gas station pokemon centers.
3- They don't want to create too many indoor locations so if you're going to have a bunch of places that you can't enter, isn't better to just create a smaller city and avoid that anyways?

So the result is that they have a "big city" per region (your Castelias and Lumioses) while the other cities are more like miniature cities. Some pull this off better than others due to design, like Artazon (the sunflora city) isn't big, but the design hides it better compared to Alfornada (the psychic gym city).

To add: If a game didn't have the gym colleciton format, they probably could focus on like 1 or 2 really impressive cities and then make the whole rest of the region wildlife.

The amount of money and time allocated to a Lumiose-type city can't be reproduced for the whole cities in the game, it would break GF's back in half.
So yes, in theory they're able to make stuff like that, but it's supposed to be the exceptional exception rather than the default.

Meme of small indie company and all that, I know, but GF's refusal to grow to Triple A standards is the result of them having to act like a small dev, and at least for their CURRENT state, it would be too much to make every city in the game look like Lumiose.

I meant more that Lumiose still looks low quality despite all the effort being put into the city. But yeah that's more a complaint on aesthetics than just size I guess. Balloonlea actually looks great I think outside the small size
