Isn't it kind of odd how of all mono Electric types with Levitate they could've created, they went with this thing? Electric/Water would've fit it just well.

The original devs wasnted to make it a funny gag for a mon that lived in the ocean and was clearly grounded. The rest of Game Freak thought it was fucking stupid and made him levitate at all times ever since.
