The internet got the games way early due to roms/flashcarts/translation and game freak hated the negative feedback. Then for the sequels they still put a ton of development time when they were trying to develop XY. BW2 didn't do the worst but it was meh sales wise. Then XY, which had more cut content sold very well. The upper management was very much becoming aware of the power of the pokemon brand. So yes it's because they can make money regardless and no they can't be bothered to spend any additional money in dev time getting features working that some a autistic persons did for free. For example, GBC/N64 emulators/roms have working Stadium transfer functionality. They couldn't be bothered to do that for the NSO release and make it work with home gen 1 pokemon you transferred from the 3ds VC games. Even though it would be relatively trivial.

How would they have enabled this online functionality? FRLG and RSE weren't coded for global connections like later games do. They don't have a GTS for networking and link trading.
