you can only increase the points to a mega level once per day per individual pokemon, but you can mega evolve as many pokemon in one day as you want to/have the mega energy for
it only becomes free to mega evolve after 7/5/3 days depending on the mon's mega level, otherwise it costs mega energy that slowly lowers to 0 after each hour or whatever to hit the 7/5/3 day point

Just farm grunts like normal, and only use your radar on Sierra encounters (ignore Arlo or Cliff if they appear on balloons).

If you have a Super Rocket Radar saved you can use it to farm additional components from decoy grunts.
Decoy grunts regenerate daily, compared to regular grunts that appear randomly on any stops that aren't occupied by a team leader or Giovanni.

Or spend coins / money on radars if you're desperate but that's a bad fucking idea.

Oh and since they changed balloons to never have Giovanni even with the super rocket radar equipped, there's a bug where the rocket balloons won't give you team leader encounters if you have both kinds of radars equipped.

That's kind of useful if you want to try for grunts only, but mostly an annoyance if your priority is using up a white radar to challenge another team leader so you can start earning your next radar.

Let's say, hypothetically, anything except regionals and mythicals that match their respective types can spawn during these time intervals. Let's also say 1 in 10 spawns are evolved Pokémon (mid or fully-evolved) and 1 in 100 spawns are legendaries/Ultra Beasts that could appear in raids at that time. I feel like even with all this, I probably wouldn't care about the spawns that much and would devote at least 90% of my time to Mega Mewtwo raids.

Technically yes with the RSVP system, but that operates on a schedule of on-hatch or every 15 minutes after hatch.
RSVP system falls apart when there's no countdown eggs or short raid timers, which is exactly the problem with every legendary raid being up for 15 minutes with no notice.

If you want to co-ordinate with players you actually communicate with, you have to tell them to just watch the friends list for raids they want to join (or you want them to join your raids), because this shit's unreliable with the 20 person limit in raid lobbies.

if you mean can you walk a different mewtwo and get mega energy for that mega evo, yes. also i think you get a free mega mewtwo from something or other during gofest <- might be wrong but I remember reading it
you do need to mega it before walking a different one to get energy for that type. if you have a dex entry for a given mega, walking anything in that line will give the energy.
