Is there any legal way to get a Celebi in the mainline games (not Go) today?
Just the 3DS VC edition of Crystal.You also need the Poketransporter and then Pokemon Bank to move it to Pokemon Home.

>>59433721Hacked 3DSs can still connect to the internet. Hack your 3DS and install Poketransporter. If you have Crystal just get Celebii there. If you don't and don't want to install it because it's "stealing" to not pay for it, then you'll need a copy of Emerald, a gen 4 game, and a gen 5 game. Use the ACE exploit in Emerald version to create a copy of a gen 3 Celebii. Send it up to gen 4, then gen 5, then Poketransporter. If you don't want to do any of this, then your only other option is to buy a used 3DS that already has all of this installed on it.

Along with Celebi, the mythicals Deoxys, Victini, and Zarude also don't have any permanent availability in any of the Switch games; you could only get them from time-limited event distributions. Since you don't want to transfer them from Go or Bank, your only options are either hoping they're given out in Winds / Waves, or finding other players willing to trade them away.
