I get what Sugimori means though. Compare it to digimon. There is a good reason Digimon always revert to their rookie level instead of just staying as epic samurai warriors. That level of coolness is situational. You can't have every pokemon look like a complicated monster.

The flower is always facing the camera slightly. What I mean is that Pokemon make sense proportionately within Sugimori's chibi art style. They keep going for this slim and lanky look for the humans and it just doesnt work with the proportions of the Pokemon. Thats why they all look like balloons with arms dangling off whereas you look at Sugimori's original art and Pokemon like Blastoise and Nidoking actually look like they can move around. It's really fucking weird that they never attempted to emulate Sugimori's artstyle in 3d when it was the most defining thing about the series.
