Because the third place play-off's been a thing in the FIFA World Cup for all but two of the earliest tournaments (the very first 1930 and the first after WWII 1950), likely because FIFA then release an updated world rankings list and knowing who's definitive best of the two losing semi-finalists helps that list ranking.
And because money and more football, meaning more eyes focused on the whole show, etc, etc.
