Silver's Typhlosion has the least functional moveset out of the 3 options. Resist fire and it cannot actually damage you, unlike Poison Powder or Bite from the other two.
Though, that's a hell of a consolation prize to call Bite a threatening coverage move.

Cyndaquil’s problem though is that it’s a quadruped that evolves late and has to compete with Magmar in GS. In HGSS they let you teach it Fire Blast pretty early so it’s not terrible. Ultimately it’s just the movepool that can’t be fixed easily until it evolves at level 36, and Johto’s stingy with exp. Totodile though is a murder monster, like people meme about the red Gyarados but Totodile’s unironically better than it in GS and ends up being a good HM bot in HGSS if you opt to cheese the game with the level 50 Magikarp. And your other Water options aren’t great in the region either.

Magmars mid game completely mogs Quilava, but aside from Flame Wheel Quilava gets Dig (good for Morty) and Rollout (basically rock type rage) for coverage and i think by the time it actually needs anything else it’s evolved to Typhlosion and gets its full moves like TPunch and etc as well as outstating magmar.

Theres Quagsire: Early game and EQ by level up mid game. Lapras: very high stats and ice STAB. And Lanturn (electric STAB). Gatr is probably better in the long wrong than all of them but they seems to be good replacements

Within its home region? Absolutely it's bad. Gym 1 is flying (Weakness), gym 2 is bug (Weakness, and the ace is part flying), gyms 3-5 are neutral, gym 6 (jasmine) has some utility since Steelix is part ground but it's not as good as Cyndaquil, gym 7 is ice (weakness), and gym 8 is dragon, but ironically meganium can clutch up against Kingdra.

The E4 are full of flying, ice, and poison which are things meganium is weak to, and the champion has a fire-flying type.

The Kanto gyms fare better; as with Gen 1, brock and misty get destroyed, but Erika crushes meganium, as does koga's daughter who is forgettable, and blaine. The rest are generally even fights.

Team Rocket uses lots of flying and poison types, which chicorita struggles against.

These weaknesses are exacerbated in the remakes, where the move pools are deeper for every pokemon and some of the movesets have been updated. This is especially true for the E4 Rematch teams which are all far stronger and curbstomp the plant dinosaur for the most part.

Grass in general is a weak type in Gen 2 compared to gen 1, likely due to how Bulbasaur was so dominant in Kanto during RBYG.

This is more a problem with Gens 1-2 and somewhat 3 than actual strategy. The movepools in RBYG and GSC are utter trash. FRLG and HGSS expand them and improve them somewhat.

For example, in HGSS, the Victory Road and Mt. Moon Rivals have Flame Wheel, swift, quick attack, and Lava Plume (Victory road) or Flamethrower (Mt. Moon) instead - far better movesets. This extends to the other pokemon on his team as well, having better movepools by virtue of the games having deeper pools than the originals.

On its own? Not really. Gen 4 has solid use cases for Torterra given the gyms; it can get you through the rock and steel gyms, and can potentially do work against Crasher Wake if you're careful (mind ice moves!) as well as being good against the electric gym. This is largely due to its ground typing which IS a good type in most games.

Gen 6 introduced fairy, and since literally all but two of the gen 1 grass types (Tangela and Exeggutor) have Poison, they're at least servicable and get indirect buffs due to their dual typing.

Which, really, is the lesson here; Grass is a poor type on its own and pure grass types tend to be kind of dogshit, but with a good secondary typing a grass type is a useful utility option, especially if the region has a lot of ground or water/ground types. Sadly, Johto only really has Wooper and Quagsire for that, though it can be argued Lanturn and its prevo whose name escapes me at the moment are a good use case, but those pokemon aren't very common among NPC trainers.

This is true for a lot of the "bad" starters, and you're correct. There's a lot of water in gen 3, but as a starter it would suffer. In addition to, say, a blaziken however you're onto something. Swampert is a really strong option in Gen 3 and if your rival has it Meganium can just shitstomp it.

Water starters are always hard carried by the ability of learning Ice moves plus whatever their second typing was if there's any while for most generations Fire starters are usually only the viable option for said type even though Fire is overrated in the later stages of the game. Grass starters are always the solid little bros who don't get much recognition, has a baijillion weaknesses but gets things done in the main storyline.

Let's be real, in the main storyline everyone just uses as much type coverage anyway with one main STAB and Grass starters get fucked hard in that regard (save for Turtwig and Rowlet).

Walls both STABs, is faster (60 vs. 80), and has STAB on a type that is 4× as effective against Water/Ground.

This is still the case even when both are mega evolved with Mega Swampert (70) still being slower (outside of Rain).

Meganium's poor reputation is largely due to the fact that Johto is hostile towards Grass type Pokemon.

Yeah, and IMO it's a kneejerk response to gen 1 where grass was the best starter option and it being part poison made it do well against pokemon that would normally be a problem in a region full of other poison types (as I said, there's two non-poison grass types in kanto's dex, johto adds three more with the sunkern line and bellossom if I recall, not counting chicorita which we're already discussing obviously). Johto is a bad region for grass types, so is Unova, and so is Alola really, though I think more of the issue in alola comes from Decidueye's secondary typing much like how torterra's strength comes from being part ground.
