There is literally no good justification for Rock being weak to Water. It's solid fucking stone my guy, why the FUCK would a spray bottle do anything to hurt it? The geological erosion excuse makes sense, but only feasibly works for Hydro Pump/Hydro Cannon, no other Water move would be strong enough to be hurting the Rock Type by being sprayed down. It takes at least years or decades of constantly flowing water to erode rock, or EXTREMELY high-pressure water jets that again is only a good alibi for those 2 specific moves.Grass Type weakness does make sense cuz the Grass Types are accelerating years worth of plant growth instantly. It was a mistake for Rock to be weak to Water. If anything I honestly kinda think there's a case that it should resist Water. Spray a boulder with a hose, watch as literally nothing happens to it (and helps make it more different from Ground).
