The collar does look like an attempt at making the cat appear more ladylike which is Purugly's thing, just repurposed for that fat belly. I guess it's technically possible the idea was to have it go from tail collar to tail corset but I feel like they would have kept that idea then rather than just removing the consistent use of the tail the line once had and making it so only Purugly's tail does something
