Aqua tail is one of those moves that needs a buff or change. It used to be that it was cheap water coverage for anything with a tail but they since removed that function. Actual water types never used it and still don't use it. Liquidation is basically aqua tail with zero downside. Wave crash is way stronger than it while also not missing. Back then people would run waterfall over it. Only Gyarados uses waterfall anymore because they purposely limit those other water moves but it still doesn't use aqua tail which it does get.
