There's definitely some internal logic to what is primary and secondary type.There is also a noticeable shift during Gen VIII, with Flying now being much more common as a primary type and standalone type. Birds like Corviknight, Cramorant, and Bombirdier would previously have been Steel/Flying, Water/Flying, and Dark/Flying. I'd argue Cramorant should still actually be Water/Flying since it is much more closely associated with water than flying. Another change that happened was related to Pokémon getting secondary typings upon evolution. Prior when a Pokémon gained a second typing, it would always take the secondary slot, no exceptions. No you have cases where the new type might instead push the previous primary type into the secondary slot. An example would be G. Slowpoke which goes Psychic -> Poison/Psychic. Had it been introduced earlier it would be Psychic -> Psychic/Poison.
