Cutting costs was another factor, of course, since the boom times of Pokémania had died down and AG's animation already showed signs of the anime itself getting a trimmed budget, so PUSA decided to take everything in-house and then license the dubbing operation to a revolving door of outside dubbing studios while hiring their own cheaper actors, though it's worth noting that some of the 4Kids actors literally couldn't have kept their roles even if they wanted to because the 4Kids contracts were exclusive (the only people who stayed on after the switch did so by quitting 4Kids and thus losing their roles in the other shows they did with 4Kids). In short, it was a shitshow.
