I tried to buddy it in GO, but it's so god damn ugly that I just can't. It would be nice to have a strong Gyarados collecting Mega Energy and everything, but no. I don't think that a shiny or shadow / purified would do better.

I used a Gyarados in a typical really-high-enemy-levels difficulty hack for Crystal a little while back and I recall it lasting to end simply off its sheer stats, even just running water and normal moves. Not optimal but its numbers are so good that it will so something.
