Because they're cute. Also, who says that Pokemon shouldn't be allowed to have more than 3 stages or diverting evolutionary paths? Why should unevolved Pokemon remain weak? The truth is, Pokemon refuses to evolve and expand its core designs. What you get is stupid gimmicks that vanish in the next iteration.

Those particular babymons were all introduced in Gen 2, when these patterns/design theories were NOT as set in stone (in contrast to megas, who were introduced much later on, once the series' trends had become much more established), so their existence wasn't immediately understood to mean that Raichu, Clefable and Wigglytuff were the absolute final forms of their respective evolutionary lines. It also probably doesn't help that Gen 6 was the first gen with less than 100 new pokemon introduced, which made the dex feel "smaller" than it been in prior generations (which in turn made megas feel like they were "taking up" a disproportionate amount of space in that dex).

Some babymons are great because they allow players to get certain strong Pokemon very early on without breaking the flow of the game by having Magmar on Route 5 or whatever. Igglybuff, Azurill and Cleffa are just dumb though.

Yeah its backwards from the usual crossgen, but there's no risk of Tyrogue being retconned out of the Hitmon line. Meanwhile, a mega is a coin flip if you actually get to use itThere's also a factor of Megas being the "final" form, which holds a lot more stakes to it. Does Toxel's design really effect how people view Toxtricity? Not really. But does Mega Feraligatr alter how people view Feraligatr? Yeah, kinda.One final small point, actually look at the list of the 8 pokemon babies have locked out. Most of them are perfectly fine where they are. Sure, Electrivire or Magmortar could go one further, but most of them are good where they are at.
