I was confused by what you meant at first but that would be really annoying which is probably why they haven't done that, also because you would be able to cheese strong trainers/legendary pokemon with that

It is easy to balance. Instead of being a weak pokemon like ditto, make it a strong pokemon so both sides have a strong pokemon
