Being locked behind an overpriced DLC didn't help.I can't pick a "best", the problem with these sub-legends/mythicals/whatevers is that they generally just show up in the games and get caught without any fanfare, and then they get fleshed out in the anime or the movies, which don't really have the same "pull" as they did back in Pokemania, so not as many people watch them as they used to, and that means a majority of people wont really know jack shit about them and view them as box fodder.Also I haven't watched most of the movies, I think I've only watched the first one, the one with the horny Latias, and the Lucario one.
