Could be one reason. People coming to the conclusion that manmade weapons were too cruel to use after what went down in that one particular war, deciding to only use pokemon to handle conflicts. Although they didn't dispose of all the tech and military structures, as they could still be used as a last resort for a future threat (thinking of how nukes in DUNE are still a thing - despite all factions considering their use a horrible crime - in case something alien might threaten mankind (even though alien basically don't exist in their lore)).

It's possible a global or several continental governments exist which employ the IP to keep criminal activities in check, parallel to regional police forces. Considering the "National Pokédex" and how regions based on national states like Kalos, Galar and Paldea are named regions, not nations, it implies there's a bigger unifying structure in place ("United States of Europe"?)

This case however shows that the IP is either weak, incompetent or hindered by corruption. Flare is repeatedly shown to officially perform hostile acts, like raiding the Pokéball factory with their agents in action. The PokéSpe version even outright states a significant amount of the Kalosian population is aware of Flare's cause and even supports them. There's no other way to explain how a megacorpo can plan and perform actions leading to genocide other than the government being corrupt or large parts of the population being implicit, which in turn prevents armed forces from ever intervening.

It might be an excuse when we're talking about a secret cult trying to awake an ancient powerful creature no one, even the government, has ever heard about. But most Teams (if not all) are for the most part officially established organizations that operate over an extended period of time and perform illegal acts in the open. This should make vigilant observers aware of their intentions. There should be at least crackdowns on facilities when a potential risk to regional or national security is possible.

It's a scary thought when your local 10-year-old prodigy is the only one that keeps an apocalyptic scenario from happening (and that every few years). The multiverses in USUM confirm it's not guaranteed to succeed.

Organizations like Flare, Aether or Macrocosmos would likely already fall under observation given they're massive corporate entities. There's no way Google or Amazon could develop bioweapons without intelligence picking up on that, and if they're already aware of that, then there's no way they wouldn't intervene on that suspicion alone (unless we're assuming that corruption is at play).

As someone who’s run into this problem, I will say that writing an opponent using Pokemon I really like or have fun strategies to use in fights is very satisfying. If you end up using canon characters, you’ll be forced to get your creativity going for their canon or canon-adjacent Pokemon and you’ll find a whole new set of Pokemon that are fun to write battles for too. For Pokemom that may not be fun to write battles for (or I’ve already written a battle for them where I blew my initial creative load), I’ll have them battle in a different style, use different moves, or make that Pokemon more formidable by making them an Alpha.

I’ll also mention, it wasn’t until I created a couple plot points that mandated I needed specific Pokemon in my protag’s team that I was able to make a hard decision on commiting to team members.
