No. Can Noctowl even have Serene Grace? Anyhow, do you really want to play in Johto? If not, just go with Emerald Exceeded, it got some nice abilities that makes Noctowl pretty good.

I'm playing HnS. It's open source so you can change anything. By default it adds evolutions for the earlier mons like Gliscor or Anihilape so I'm trying to boost some of the more forgotten mons to not feel underpowered.
Serene Grace made sense to me when most of its dex entries were about the silent flight but I'll take theorycrafting suggestions. Gonna be buffing most of the underpowered mons ultimately,.

Outside of changing stats (which is an awful lot of shuffling about and not obvious to the player easily), I can't see how bad mons can compete unless you start giving out good signature moves and abilities. The dex only goes up to Gen3 so a lot are free for the taking so to say. Like, imagine this. Noctowl is a pretty good special wall and immune to ground. But Bloodmoon Ursaluna will completely laugh at it by pure stat superiority even when in theory the matchup is good.

It's meant as a personal version but it's not hard to do or replicate. Most of the fun is coming up with the changes. Since you can have up to gen 9 abilities and moves to spread around it's fun to imagine a version of Johto where every mon is "updated" and made fun. It's not dissimilar to Emerald Exceeded's philosophy but way more casual (and easier) in scope.
Next up is my buddy Furret, which is getting Fur Coat + Coil or something.

Also if you're gonna be generating dialogue for NPCs then that's gonna be easy because like 90% of things most generic NPCs say is "hey did you know you can do [insert thing here] with your Pokémon?" SV's drops being repurposed into the various stat wings is the way to go, I think. You'd still have to visit hotspots and beat certain Pokemon for their items, but you could bank them for later.
