Delphox turns a weakness into a full immunity and it has minmaxed 160 special attack, a type that benefits from weather with an easily spammable spread move, a good secondary stab and is one of the fastest Pokémon in the game. Garchomp has mediocre mixed stats, not as good of spammable moves, loses a stab and gains an immunity it didn't need. It's absolutely not the same thing. Mega Garchomp Z is basically just a scarf without being choice locked with the option to be built as a special attacker.

Garchomp with life orb hits harder earth powers than mega Z chomp.

>life orb is +30%, effectively 156 spatk
>difference gets bigger with evs

They clearly calculated Z chomp 141 spatk to deal -10% damage with special earth moves compared to normal chomp, because they were afraid of it being too powerful otherwise.

That said, I don't think it will see too much play. M-dragonite has better bulk, better movepool, slightly more spatk, and a better ability. Max spatk m-dragonite one shots garchomp z, and (with no bulk, without multiscale) takes 83.5 - 98.4% from max spatk chomp z, so you can't even reliably fake out pulse it.

i don't see why they just won't make a fast physical mega garchomp
