Bug-type Pokémon are supposed to start out strong, then fall off. That's why Pinsir starts out strong and stays strong throughout the entire game.

the gen 2 beta pinsir evolution was kinda shitty looking. kinda just looked like pinsir just with a huge horn in the middle and a mask looking thing where its face should be. it looks like it did get repurposed into heracross though to an extent
