My guess is pretty simple; swapping will activate the hero from in PvP, and the hero form will be unusable in PvE.
If they do implement it in PvE, it's going to just auto transform. If they wanted to balance it, it'd be it's first charge attack is in base, then it transforms, which could actually be interesting. Have like Muddy Water / Hydro Pump or something, be the only pokemon that could need two moves to function in PvE.

Their strategy is wildly imbalanced though, cutting too much free stuff eliminates incentives to log in on a regular basis.
A "daily sign in" for Pokémon Go doesn't cut it when a lot of the content is during certain times of the day or week.

They probably reason that this change has no impact on the players that travel regularly, to try to push the stay-at-home players to go out more, without considering why they aren't going anywhere during the week.

Reduced rocket balloons will all around be a net negative for both the players and Scopely, since there will just be a drop in engagement, and therefore fewer chances for Scopely to sell shit to players with fewer in-game news notifications spotted, or fewer breadcrumbs tempting the player to outside and play.

Luckily "candykm20" exists as a search term.
Since all legendaries, mythicals, and ultra beasts exclusively are 20 KM buddies, it works great.
"candykm-5" is the inverse, all 1 KM, 3KM, and 5KM buddies.

Go is a half-baked and improperly maintained experience anyway, they never introduced any new medals for the Dynamax feature which feels like either a big oversight, or a deliberate omission to limit player platinum medal progression.
