Pokemon takes place in a world and society largely similar to our own, it just doesn't focus on that part. Most people are not Pokemon trainers, they're normal people living normal lives and working normal jobs.

Like how in the real world you have people who stay at home and attend university, people who move out at 18 and immediately find a job, and all the other options in between. Only difference is these choices are being made around 10~12 years old.I'd also assume ease of accessing a starter mon also plays a role. Do they have a local professor/trustworthy figure willing to give Pokémon to new trainers? If not, do the parents have a Pokémon they can give to their child? If neither of these are possible, I wouldn't be surprised if some kids end up going to schools like Liko's just as a way to get their first Pokémon, even if they have no actual interest in continuing their education.

Though the original ranger game just had you write several letters until they finally relented and decided to meet you and see if you had what it takes. So even in that case, it seems an education isn't necessarily needed, but is helpful in assuring that you get a job once you graduate vs having to apply on your own and hope for the best.
