Mapping doesn't require any coding really so unless you plan to change/add scripts and stuff, it doesn't really matter, just use whichever mapping program looks accessible to you. I'd say just jump straight into the decomp, Firered is supported by pokeemeraldp-expansion now, the mapping tool it uses Porymap is quite robust and simple to use.
And yes there are hacks that have made enhanced/"prettier" versions of Kanto maps, but it's a decent beginner project to get the hang of map making if you eventually want to move on to more ambitious stuff. It's worth it if you want to do it, that's the only criteria you should be worried about.

It depends entirely on what your goals are. There is no coding involved in editing maps alone. It's all done in external programs with a GUI. I haven't used HMA in awhile, but I think Porymap (the decomp map editor) is probably the best one right now. Although honestly the difference is probably pretty negligible, I would just take a look at both and see which one looks more comfortable for you.

It's only when you get into editing or adding scripts - like cutscenes or trainer battles - that the coding starts to matter. I'd still personally recommend the decomp because it's honestly pretty accessible and has a lot of tools and support to streamline the basic stuff, but HMA might be more beginner friendly if you've never touched code.

I think my goals would be to make the maps a bit closer to gen 1 but adding little things here and there. And then once all the map stuff is done maybe learn how to add more locations to kanto and QoL stuff like infinite HMs. Just adding more to kanto even though it is a heavily urban region itself. See the cool thing about the decomp is all that QoL stuff comes out of the box. You can toggle specific features on and off. I'm not sure how much QoL is included in HMA by default, if any.
So there's pros to both. The main benefit of HMA is it's pretty easy to set up stuff like trainer battles and cutscenes without actually coding. Although there are some tools to do that in decomp now too, but they're a little more experimental at the moment.

I'd argue the decomp is better even if you don't take advantage of its features. If a hacked ROM gets corrupted you might have no idea when, where, or why, but recompilation leaves the source intact so you can always rescue it.

Rain has been the best weather forever, it doesn't need other boosts.
The other weathers suffer from their bonuses being split between different types, or providing no real advantage to their use. Rain always had Water, as the type boosted by it, and Water, as the type with abilities that scale off of it. Swift swim is great, Rain Dish is okay, Hydration is fantastic. Thunder is a mostly negligible downside, because people do not run Thunder unless they are also running Rain.
Sun buffs Fire, but Grass has the abilities and moves that interact with it. Since Sun buffs Fire, Grass is extremely vulnerable exploiting the weather. There's also the footnote that most grass types are slow as fuck, so Chlorophyll genuinely isn't enough a lot of the time. Solar Power has weird drawbacks. Leaf Guard is worse than Hydration in ever single way. Freeze negation is also pointless.
Sand doesn't buff any moves by default, and didn't buff types until gen 4. Even then, Sand in particular was hurt by ability weather being made short term, since Sand's main benefit is the slow chip/leftovers negation, which is pointless over just 5-7 turns. The abilities for Sand, besides Sand Rush, also largely suck. Sand Force is underpowered for how restrictive it is
Hail was even worse. Ice is a shit type to be, no other types can use it at all, the only meaningful benefit is Blizzard becoming usable, until Aurora Veil, at which point that became THE reason for the weather. No damage increase, mostly bad abilities besides Slush Rush. The ironic thing is that Snow removing the damage, by itself, boosts Hail because it makes it less antagonistic to other types. Actually boosting anything is almost irrelevant, because Ice types suck.
Sun being split between two types has always been a severe disadvantage, and Sand & Hail provided functionally no benefit whatsoever.

Rain is fine. It needs no buffs. Other weathers need buffs to be serious competitors against Rain, besides removing Rain.

yeah I personally don't think there's any real point to binary hacking anymore, the decomp is just better. it's worth learning the (very little and simple) scripting you will have to do. also people are developing tools to make trainers and events and stuff in a GUI, pretty sure they're already usable. I imagine pretty soon you will barely have to touch script at all unless you want to more ambitious stuff. and if you DO eventually want to do that, like make new systems or make big gameplay changes, it's better that you're already set up in the decomp.

it really is the way to go. skip the training wheels of HMA. if you want to make a hack, just do it. throw yourself into it. take the hour to get familiar with looking at the code. it's not that hard, don't be afraid.

Just finished the postgame gauntlet. What a fun hack, seems really edg but the devs knew how to drop a joke here and there so it isnt just a cringefest, also i really liked the plot even if the writer was clearly working out some personal issues at points. The postgame is weird and like 95% jokes and references untill the final unknown island where it goes back to the fun 2000 creepypasta stuff. Final team for the gauntlet was Pikaman, Ursaring, Diaboromon, Pansear with drought and godstats, Clorophyl/Toxic/WoW/Stun Powder Bellossom (MVP) and Flutter mane (put in less work than you would expect). I think I have a problem. I told my self that I'm not going to do any more work on Project Postgame till December at the soonest, but I'm still thinking of things to add.

I'm not going to start working on it yet, but here's the idea: The Championship Gauntlet if anyone has a better name I'm all ears. Basically, you take on an Elite Four and then the Champion in a single run. You'll get one Sacred Ash after each battle for healing, but you won't have any revives, so you'll have to be careful. Also, the Elite Four members and Champion will be randomized (setting up the code for this is going to be the hard part for me), so you won't know the types you'll be facing until it's too late. I'll probably also disable saving until the challenge is over just so people have to start over if they lose.

Honestly, IDK if I can even pull this off. It would be the most ambitious bit of coding I've done if I make it. Also, there's the question if anyone would even want to play this mode or not. Not only that, I'll have to think of some kind of prize for doing this. Maybe a shiny gift pokemon or something.

I'm playing through PocketGaiden 1 and struggling to decide how to fill out my party. I found a lady that sells a dusk stone, is it possible to find a Murkrow? O feel like it would fit my team perfectly, but I haven't seen any yet at all. Really I'll take any flying type besides the ugly swoobats and the shitty farfetch'd. The few routes have so much pokemon variety but almost no flying types. It's like all grass poison and bug. With the odd fighting type here and there.

I was robbed a few months ago. I tried and tried searching but there were no backups of my saves of Pokemon Reborn nor Rejuvenation.
I had just beaten Hardy, the Rock Gym in Reborn.
