Raichu is my favorite pokemon but in light of the Megas I think it's in a pretty good place. That said I think Alolan Raichu should have Levitate as a secondary or Hidden ability. It's not that surge surfer is a bad ability but it depends on you setting up electric terrain and most terrain setters basically outclass Raichu. Levitate would at least give it immunity to one of its weaknesses and not knowing what ability A-Raichu is bringing could make it harder to counter.
