Tbh that is the best writing direction to go in for a setting like pokemon.
The whole utopia where everyone gets along shtick can only produce three types of antagonist: Evil for the sake of evil, evil for convoluted bullshit reasons and evil because misunderstood. Only the last option has a chance to produce an interesting story in such a setting.

In Pokespe, yeah. There, in addition to riling up Archie and Maxie into awakening Groudon and Kyogre (which nearly destroyed the Hoenn region, and Fug did NOT forget this), Zinnia also went around mugging people for their Key Stones as an offering to Rayquaza so she could be the Loremaster and accompany him into space. Ruby spent time tracking down Ray and bonding with him, and Ray also grabbed Sapph, remembering her from the previous conflict too. Zinnia attacked both and knocked them off Fug's back to fall into the ocean below, cursing them as Devon allies who had the gall to try and bond with Rayquaza.

Fug got pissed for her insolence and speared her on his tail, causing internal bleeding, then Hyper Beamed her into the ocean. She barely survived, but was paralyzed from the waist down and has to ride in a wheelchair for the rest of her life now, and is well known as the shame of the Draconids for her selfish acts, and so they're taking care of her in their isolated village. She was forced to relinquish her role as Loremaster to Ruby and Sapphire.

Then the Draconids should have shown some humility and taught their descendants that their lore is lacking. Meaning her plan was doomed from the start if not for luck and Brendan / May not going MIA at some point during the story (like failing to stop Kyogre / Groudon and drowning / burning alive as a consequence). And if she wasn't an arrogant and entitled retard, she could have simply stolen the Cable Link and keep it in her possession as a back-up plan, if something didn't go as planned.

No, there's more to it. If I know nothing about the nature of X and make a decision which is affected by X, then I'm acting reckless because X could be harmful and I'm willingly exposing myself or others to this harm (Devon POSSIBLY sacrificing alt-Earth to save Earth). And even if I know everything necessary (maybe 99,9%, but never 100%), there could be still something harmful and unaccounted for, which I shouldn't carelessly neglect but do my best to prepare for (Zinnia not taking into account that her plan COULD fail, resulting in Earth being entirely defenseless as the Link Cable (Plan B) was sabotaged by her).

Devon's idea of teleporting the meteor into an alternate universe was reckless (which Zinnia rightfully called out), because they might have sacrificed a different Earth to save theirs. However, it was a solution which would have worked (going by how Zinnia deemed it necessary to destroy the Link Cable), and there was a chance that it might have not hit alt-Earth (it's never specified how the teleportation works). Basically a choice with a chance of murder.

Zinnia's plan was reckless because her entire plan depended on a variable she couldn't control and didn't even know about (Brendan / May being at the right time at the right place to feed the meteorite to a weakened Fug); she could have left the Link Cable as a Plan B (if she was wise enough to foresee eventual problems with her plan), allowing the inhabitants of Earth to decide if they wanted to live on and risk the death of billions on alt-Earth, or sacrifice themselves to spare alt-Earth. Basically an "either us or perhaps them" dilemma. But, as boastful as Zinnia was, she already made that choice herself, risking and possibly dooming all life on Earth by betting on her plan being successful due to sheer luck.

Either way, both Devon and Zinnia gambled with someone elses' lives. But Zinnia is a hypocrite because she thinks she can judge others when her plan was based on the same notion.

That's a valid flaw, yet one doesn't have to think that complicated. In Zinnia's case, all she needed to do is not destroy the Cable Link. Leave the option you disagree with still open. You might not even get to use it later when Earth decides to sacrifice itself, but just in case, it increases the overall chance of all life on Earth surviving by making more solutions available. The question if Earth or alt-Earth deserves to be spared is another can of worms, what matters here is whether Earth survives or not (unless, the survival of her homeworld wasn't as much of a high priority in Zinnia's mind as preserving her ego).

It's a discussion for sane people regarding extreme situations, which this scenario as previously written would be - under unlucky circumstances. I'm not arguing for annihilating another planet just for the fun of it, but pointing out why Zinnia's course of action isn't wise when it comes to survival (again, it's another debate when arguing whether one or another planet "deserves" to be spared, rather than discussing which options are available for survival). She makes rash decisions based on the assumption that her plan will be successful, even though there are factors at play she couldn't know or expect, no matter how smartass she acts to be. Devon developing the Cable Link wasn't for genocide, but a genuine attempt to save Earth (and it's not about making Devon look good, Infinity Energy extraction is one hell of a controversy), so her dismissing the option by destroying it might be morally good, but also reckless since she takes away one guaranteed solution to save Earth.
