Never mind the fact that no one in gen 1 ever calls him champion or ex champion, but in Mastersex he says:

Then there's LGPE, which establishes that the system where the trainer who beats the Elite Four must then beat the current champion is a new addition, one that the player is the first to experience, and that it will be the standard going forward in not just Kanto but other regions as well.
