This was only from black/white 1, IIRC.

black city and white forest build up as you interact with others, I forgot if just locally or also over internet, but as the level of interactions rises, more buildings appear in black city and more trees in white forest. But if a long time passes with no interactions, the location goes empty again.

Apparently your game starts with the city/forest already at a certain level, but if you take too long to play the story, by the time you reach there it will be empty.

In Pokémon Black, Black City has a total population of 12 at the lowest possible occupancy level or at the maximum occupancy level of 45.

Each NPC Trainer resident has a set number of initial points, which will change depending on certain functions that can be performed by the player. The lowest set of initial points is 20, and the highest is 80. If an NPC's points value reaches 0, then they will leave Black City. To prevent any residents from leaving and becoming unavailable, the player must reach Black City within 4 days of creating the save file. Conversely, if the player reaches Black City more than 16 days after the save file was created, no residents will appear. The factors involved in this are as follows:

1 day passes -5 points (whole city)
Player enters area +3 points (whole city)
Player battles character +10 points (the character battled)

Even after the player has reached Black City, the factors remain in effect, which means the residents will leave if the player does not frequently re-enter the area or battle with them for multiple days afterward. Left NPCs can only be brought into Black City by inviting them from White Forest via the Entralink.

NPCs that have left will be visible to other players in Entralink. If this area becomes full, no more will leave, even if their score reaches zero.

This is the one thing that hurts when replaying gen 5.
Gamefreak has always had that obsession with forcing MMO rot into their singleplayer Nintendo console games, so the old games lose content when you replay them.
