Pretty much what you'd expect for a Legends game, ancient relatives of Kanto and Johto characters with the odd relative of characters from other regions, would more so emphasize characters like Koga's clan, Blackthorn Dragon Clan, Kurt, Mr Pokemon, Falkner, the Kimono Girls, etc. Of the Johto League would probably have Falkner, Morty, Chuck, Jasmine, Pryce, Clair, Will, Koga, Bruno and Lance.

Player is transported back in time after an encounter with Celebi in Ilex Forest. The base of the game takes place in Goldenrod City but you can travel to Ecruteak, Violet, Olivine and Azalea as well, with the climax obviously being the Brass Tower burning down and it turning out Celebi brought you there to have Ho-Oh and Lugia intervene to save the Pokemon inside and attempt to strengthen relations between people and Pokemon. Additionally there’d be postgame DLC that takes place in Sinjoh.

Ancestor of some character is revealed to have set the Brass Tower on fire to try and enrage Lugia but is defeated and that’s when the player has to calm Lugia down who then brings the rain, and Ho-Oh’s help to save the Pokemon that died and are revived as the Legendary Beasts, with it being revealed there was a 4th that didn’t die and they were all of that species before.
