They've done like 5 popularity polls now and despite being a mythical with a limited distribution window, Zeraora is shown to completely mog Zoroark in appeal every single time. Not sure it'd be quite as popular, part of Lucario's cool factor was that it was a fighting type with Ki Blast/Hadoken type moves, which was novel at the time.I can't see Zeraora having the same appeal, the whole marketing around it would be fundamentally different.

It's not even just in Japan, either. China and Korea rank Zeraora really high too. Western popularity for mons is usually Milennial/Gen Z nostalgia for what they caught as a kid, so early game mons from the first four gens tend to rank highly. Eastern popularity is whatever is excessively and purely the coolest or cutest, regardless of availability, so mythicals like Zeraora and Jirachi get a lot more play there.
