I’m going to sound fucking crazy because there IS a balance issue especially with new mons but I don’t think it’s intentional or incompetence (at least not most of the tike some cases itt pretty blatant). The pace at which they add mons means having proper time to play test fully likely isn’t feasible, also they give each Pokémon a unique gimmick so that also have to factor that in. And even then if a Pokémon does poorly is it because the pokemon is bad or because it’s difficult to master. It’s telling that they still regularly did balance patches for Pokemon introduced in the first era of the game .
