I just realize that Scarlet and Violet don't have any true legendary. Koraidon and Miraidon are not even legendary. In every other region, there is a lore reason on how a legendary Pokémon affect the history of the region or have some form of myth about them. Koraidon and Miraidon are supposedly just two really strong Pokémon from... somewhere. The only thing about them is a page in a 200 years old book that everyone believe to be fake. The Treasure of Ruin are more legendary than the two paradox Pokémon since they actually took down an entire empire by themselves and had to be sealed away.
