Game Freak is a front for an elaborate social experiment meant to determine exactly how much bullshit fans will put up with before they abandon the franchise. Every idiotic decision is deliberate and meticulously designed for that purpose.
Meowth is capable of creating ANY form of currency with payday as long as it is recognised by humans or pokemon (that aren't Meowth) as currency. Electronic, physical, extinct, future. They just need to know it exists. Consequently they are in constant competition with Porygon to run shitcoin rugpull scams. They also can get weird, creating saucers of cream to bribe Indeedee with, bottles of sake for Dunsparace and doggy treats for Greavard since those are the forms of currency each accepts.

It goes way beyond the general Gen 1 trends like pointy ears and Toriyama eyes these are outright the same creature, but one has wings. Whether the designs were swapped at one point or just designed the same for some inscrutable reason is unprovable and none of the leaks include whatever the designers were talking about as they were actually making the first game. We do know the sprites came first and artwork was done after, so these are the earliest final designs of both.
