This is essentially a 2D game.
Crazy that cinematics were enough for people to call revolutionary a game that with minor changes could have worked on previous gen consoles.

I like MGS and am not trying to imply console wars but I do remember back in 1998 when a friend showed me MGS for the first time, I was a bit underwhelmed after the hype because I came from playing OoT so I expected a game of similar scope in terms of 3D. I remembee thinking something similar to what OP says, "this is just a top down game with polygons"
Of course, later I played it proper and realized how cool it was and how it's its own thing, but yeah first impression didn't wow me

3d gives you a lot of flexibility even if something mostly follows 2d logic. ton of tricks mgs1 does that wouldn't have been possible or as effective on a 2d only system.

That was my reaction, too.
At the very least, the title screen (not in the OP pic related, I mean the start menu) looked antiquated, or at least retro.
And the overhead perspective, supposedly due to Kojima getting vertigo from other perspectives (e.g., FP), was also a little weird.

Ghost Babel translates the "gameplay" of MGS1 to Game Boy without any issues. But the problem isn't just that the gameplay is fundamentally 2D and antiquated, it's that it sucks and that there's also barely any of it in the game. The entire game features maybe one hour of "stealth" if you are slow about it. It is overwhelmingly a movie game with gimmick "mechanics" that come up once and never again. It is the video game equivalent of a Potemkin village.

"Movie game" does not mean a game aesthetically modelled on a movie, but a game that is insecure in its own medium and instead spams pretentious cutscenes and dialogue in a desperate effort to be perceived as cinematic. That is what Metal Gear is, while actual adaptations of movie properties like GoldenEye are much more legitimate games.

I don’t know if it was THE first, but MGS was certainly the biggest hit at the time to have cutscenes using the in-game character models rather than pre-rendered or FMV. It was pretty amazing at the time to see video game cutscenes directed with Hollywood cinematography.

It was inevitable and Ninja Gaiden was already doing it. In any visual medium where presentation and framing is important because surprise, it's presented in a frame, cinematography will be incorporated just like photography changed how paintings were done. Kojima did nothing revolutionary other than be one of the first to do it in 3D. Kojima loves stealing like how he tried to claim he made a new game type with his stranding bullshit when the Souls games already did that, 10 years prior.
He's a charlatan and always has been. Tenchu is a better stealth game than every single Metal Gear game combined.
