Carnevil is running at 90% speed with the newest mame when it ran at 100% with 0.220. Another game I had a problem with was Fantasy, which no longer has voices when running on the newest mame.

You fucked up. That's not how MAME is meant to be used. In general, there is a specific version that you will want to use for any given game on any given platform, depending on what tradeoffs you care about (speed vs accuracy etc.). If everything is working how you like it, you don't need to change anything. You can always go back to the older version you were using.

Did some digging, the only thing I see between 0.220 and now that might have that effect is they completely rewrote the Voodoo video driver, which the Seattle hardware used. 0.233 is the last version of mame using the older Voodoo driver, so that's the most recent version you can use that will still play Carnevil at 100% speed on your hardware. The other alternatives are to reverse the commit manually on the current codebase and compile current mame with the old Voodoo renderer(good luck), or to get hardware with better single-core performance since mame has not and will never function multi-core.

drivers get upgraded, your computer gets older. it's an emulator that aims to be somewhat accurate as the original hardware. this takes more computing resources. sometimes shortcuts that gave performance boosts are removed in favor of better accuracy and performance but older machines can't cope with it.

that's correct. being able to play the games is just a side-effect, their goal is preservation, which is unlike most other emulator projects. it's why mame is generally your last option if you just want to play the games, as it's the most demanding to setup and run
