No, it's a finite resource and you have to manage your usage of them. It's a leniency mechanic introduced to give players a chance to beat the game.The original Mega Man games didn't have any kind of evaluation system (ignoring MM1's nonsense score system), but if you approached it like Mega Man Zero, using it would incur a score penalty.The temptation to grab the useful item itself is also effective in stage design. Your image omits the part where there's an gap you cannot jump over; a novice player will jump down to grab the E-Tank, but fail to account for needing an Item like 1 or 2 to keep both the E-Tank and their current life.

Plus there's plenty enough e-tanks to trivialize every difficult section of the games. If somehow you missed or wasted every e-tank and are in a situation you can't win, you can blast through the whole game in an hour once you know what you're doing and just steamroll with your collection of e-tanks.Basically the e-tanks are way too strong and absolutely fucked the balance. This is even worse in the X games with the body parts and Zero games with the elf shit.

I can't recall which games let you replay cleared stages off the top of my head though, but I would expect it's the games like 5 onwards where there are hidden collectibles in each stage that amount to unlocking something new and useful.
