The biggest 1998 N64 game was Zelda OOT at 256 Mbit and for third parties 256 Mbit carts became available only the next year. So yeah, 40 Mb doesn't seem like much but in context of N64 cart rom sizes, it's a lot.

Rare made KI Gold and then became busy with scotformers and shooters, which were much better received. Nintendo themselves made Smash. Midway and Konami were active 3rd parties on the platform and they even made some fighting games on the N64 but their fighting games were crap regardless of the platform. It's not N64's fault that War Gods and Deadly Arts sucked.Sega and SNK were bound to their own platfroms and Namco and Capcom were very reluctant about working with Nintendo
