game seems to work by installing it through a win XP VM and plugging DGVoodoo into it (DDraw.dll D3DImm.dll D3D8.dll), along with some compatibility fixes on the exe (like color and windowed mode) . I had problems installing it raw on the Win10, but I didn't want to run it through a win xp vm so this is the best solution I found. Peixoto did not work at all, didn't even launch. Before adding DGVoodo, it complained about some missing images which seemed to be the colors so I changed it to 16bits.
