Low effort port, the game is still good.
CV's graphics were seen as amazing in 2000 because the Dreamcast was new and the PS2 hadn't come out yet. In 2003 not so much and the port made it look worse than it was originally.The other reason is that survival horror was still hot in 2000 but that changed almost overnight once PS2/GC/XBOX consoles came out. It turned from one of the best selling genre to a niche in just a couple years.tl;dr when the game came out people were blinded by shiny graphics and a trending genre.
