You're right. They were. Most of the best games for the platform were for DOS. But there were some other fun experiences on Windows 3, like the Grolier Multimedia Encyclopedia, or KidSpace

I interpret OP as asking for games made primarily for 16-bit Windows 3.x, which does include SimTower, as it was released before Windows 95 and it doesn't have a DOS version. There are games from this era that were first released for Windows 3.x and have a 16-bit executable, then later got an updated release for Windows 95 that was 32-bit. There's even some games that have DOS, Win 3.x, and Win 9x versions, such as SimCity 2000.
