here's my evolved take on the issue. tank controls are conducive to designing enemy encounters that focus on running around and being chased by enemies. it demands execution and decision making in a way that a simple camera dependent movement system doesn't really allow. you can change direction to fast for anything but spastic attack patterns to be a challenge.

the way to fix it is to simply not make guns so readily available. the only thing RE1 and 2 got right was you had severely limited ammo so you couldn't turn the game into a shooting gallery. RE4 is pure casual because of that change in philosophy.
Even with a cop protag, realistically cops should only have 2-3 mags for their pistol on them. that's <40 bullets. make it a narrative element that they're trying to get to a police station so they can access the armoury or something.

A lot can go wrong in a beat em up, but at least they don't purposefully waste your time like some games are designed to do.
Beat em ups are basically survival-marathons and are saved by the fact that any decent beat em up can be finished in well under an hour (whether its worth spending money on a game like that is another question though).
The worst genre is anything open-world/walking-sim, which reduces gameplay density to almost nothing and has you wandering around in a 3d spaces looking for action. Double that if the game includes any procedurally generated spaces.

that's why Streets of Rage 2 is the best beat em up, enemies have different movesets and the game keeps rotating the combinations of enemies constantly. not only do they have different move sets, but they even differ in details like some enemy stands up faster than others.

SoR 2 is probably the the best of the genre. But there are so many different games in the genre. Capcom did great with Shadow over Mystara, which you can get in and credit pump, but getting good at collecting and using items is hard but obviously rewarding. But on the other hand you are doing Street Fighter II moves and juggling an inventory while fighting bosses that fill the screen which has its problem when you only have a joystick and 6 buttons.

Kentucky Fried Movie and Animal House kick ass. Boomer comedy > modern comedy and Final Fight is great.

Can’t imagine being so miserable you can’t find enjoyment from Punisher, Avengers, Knights of the Round, Battletoad and Double Dragon, TMNT 2, 3, and Time, Streets of Rage 2, Alien vs Predator, X-men Arcade.
