They tried to standardise ex/oh for confirm/cancel (or cancel/confirm in Japan) on the PS2 with its home menu, but there were still lots of devs that stuck to ex/tri for PS2 games.
When the XMB became the new hotness that Sony was rolling out on everything including the PSX2003, PSP, PS3, media players, and phones, they started mandating it so there would be consistent menu navigation whether in media or on the XMB, and it finally became their universal standard.

This one seems like it would make sense to me. X is like you are crossing something out or saying no, while circle by contrast has a positive connotation to me, like you are confirming something.

The unfilled circle is empty, a hole with nothing in it, a valueless amount, the space on a form in which you mark a different symbol to confirm your selection, the symbol for no power on electrical switches like the one on the PS2, the hand signal you make joining your thumb and fingertips to emphasise zero, and the Sony circle is red adding further negative connotations.
