Why come we always hear about the arcade boards that Japanese games used like Neo Geo and CPS2 and NAOMI, but we never hear about what American games like Killer Instinct and Cruis'n World used? Is it a yellow fever thing?

Pretty sure because a lot of US based Arcade machines like killer instinct were custom built and only ran the game in question. Killer instinct was a beautiful board that was very powerful built on the N64 Ultra. But I don't know that any other games were ever ported over to it. Meanwhile those Japanese boards have a variety of games.

Americans never understood arcade culture or game design. They didn't know what a 1CC was so all of their game design decisions were cynical and pointless. Until PvP arcade games started to be popularized, at which point they made a couple of ok sports games

discussion of non japanese arcade boards is strictly regulated by the government, same reason why discussion of the N64 is so popular despite nintendo LOSING the console wars, the government makes incentives to ensure nintendo still gets talked about.

Basically this. Even though a number of games would use the same base hardware, they weren't generally intended for regular game swapping. You'd instead "convert" the board by replacing the individual ROM chips.
People emphasize the hardware for things like the CPS2, Naomi, MVS, PGM, F3, etc, because they were designed more like home game consoles, where games were on cartridges (or discs) and meant to be easily swapped, not to mention that those boards all had a lot of games. Plus for some of these, even the visuals of the motherboards and cartridges themselves were designed with more of a home-use game mentality, with nice cartridge shells and labels.
And when it comes specifically to CPS2, Naomi, and MVS, all three have a lot of good, popular games, so people tend to focus on the hardware itself (and to some extent, enough hardcore gamers are familiar enough with the hardware that if you say something is a CPS2 game, they have a decent idea of what they can generally expect in terms of audio, visual, and gameplay capacity)
