It is the eyes.

Specifically, their beliefs and social ques are strongly concentrated around using your eyes and upper face. Coincidentally this is also the the part that causes the most uncanny reactions from people when it is done wrong. So, they have more experience and developed skill with shaping faces by stubbornly tackling the hardest part first.

Yakuza is something of a spiritual successor, but they’re only similar on a surface level. Shenmue was way too slow paced and Japanesey for GTA normies.

it's not that incredible really. the dreamcast had twice the vram of the ps2(ok that is kind of incredible) allowing for such detailed textures to be feasible, you just need a guy who can paint well at that point.
mainly it was just a fortuitous aesthetic choice. the particular style of the game allowed for such high contrast painted facial detail. in something else that static detail might have come off as offputting.

yeah that's the one. Like I said there is one more. Unfortunatelythey are of a very early stage nozomi and doesn't look like her final apperance that much. But it does tell a story how the devs were men of great culture for sure.
